Fair taxation policies help businesses and communities thrive.

Tax revenues from excise and other taxes on the production and sale of spirits are an important source of government revenue. However, in many markets, spirits are taxed far more heavily than other alcohol beverages, which creates an opportunity for manufacturers and importers of illicit, untaxed alcohol.

The WSA advocates for a balanced and inclusive tax environment that supports responsible consumption and ensures consumers are not driven towards illicit markets.

We collaborate with multilateral organizations and coordinate with national and regional stakeholders to strengthen our contribution to tax policy, while ensuring alignment with fairness and economic development goals.

Together with our members, we also support regulators to fight illicit alcohol.

Our Position

Many jurisdictions tax beverages differently despite identical alcohol content, confusing consumers.

WSA advocates for excise taxes based on ethanol content, not beverage or category, to promote fairness, reflect harm accurately and curb illicit trade.

This evidence-based approach aligns with the standard drink concept, supports moderation and sustains economic contributions.
